Position available: Assistant for The UNESCO Cultural Heritage Laws Database
The International Standards Section in the Division of Cultural Heritage in UNESCO is looking for candidates for a position as an Assistant for the UNESCO Cultural Heritage Laws Database.
The Database permits users to consult the national legislation protecting cultural heritageprovided by UNESCO Member States on the UNESCO web site:
http://www.unesco.org/culture/natlaws.
To better fight illicit trafficking in cultural property, and to facilitate its return andrestitution, it is very useful to have current national cultural heritage legislation easilyavailable on the web. Law-makers, lawyers, police and customs officers, art andantiquities dealers, especially in the international art market, and private individuals needto consult the laws of a given State with regard to, among other things, importation orexportation and ownership of cultural property. UNESCO Member States have beenasked to submit, in electronic format, all current legislation dealing with cultural heritage(material, moveable, intangible, underwater…). The Database provides quickinternational availability of this legislation in a centralized venue to offer betterprotection to cultural property. In addition to the legislation, contact information andweb links, if made available, are also provided for each State.
The usefulness and success of the Database greatly depend on three things:
Its being fast and user-friendly, with search patterns and word searchesthat facilitate navigation through legislation;
Its linguistic diversity (legislations translated in English, French and otherlanguages); and
Inclusion of complete cultural heritage legislation from as many countriesas possible.
The Database is being upgradedwith new software so that it will be more user friendly, word and term searches will be possible within the texts, and interfacing in latin and non- latin languages will be possible (private companies have been contacted for this purpose). The Assistant will responsible for:
1. IT functioning of the Database: overseeing the technical upgrading of the
Database, undertaking all data transfers and future data entry;
2. Actively engaging with UNESCO Member States, with due tact, to obtain their
cultural heritage legislation in the correct format and other necessary informationfor inclusion in the Database;
3. Obtaining the translations of legislation as necessary (selecting the candidates,
issuing contracts etc…) and the official recognition of such translation from theMember State concerned;
4. Providing the overall administration and management of the Database, and issues
or activities related thereto, including correspondence, files, budget, reports etc.
5. Working with other Sections or Divisions in UNESCO as necessary;6. Working under the instructions of the INS Programme Specialist in charge of the
Database and reporting to the Chief of the Section. Qualifications of Candidates:
1. Ability to work and draft in French and English (as well as other UN languages if
2. University degree in law, cultural heritage or IT fields;3. Proven capability in IT systems, data entry, program upgrading;4. Good knowledge of law, legislation, cultural heritage;5. Excellent drafting and negotiating skills;6. 1 year minimum experience in law, cultural heritage or IT fields7. Experience working in an international organization is useful but not essential. For 6 months beginning March or April 2006, renewable up to a total of 2years;
Full-time for at least the first six months (thereafter it may become part-timedepending on the workload once the new system is up and running);
